A power outage in Indonesia that left about 100 million people without electricity has caused a political crisis. The country’s state-owned energy monopoly, PLN, has not determined the immediate cause, and the country’s president has ordered the national intelligence agency and police to investigate.

The blackout appears related to deficiencies in Indonesia’s power generation capacity.

The power failure follows attempts to deal with the country’s growing energy crisis, including conservation and trying to allow private companies to provide energy, which was ruled unconstitutional in 2004. In January, the Indonesian government held a special energy summit to attract investment in their energy infrastructure. At the summit they set the goal of adding 22,000 megawatts to Indonesia’s present capacity of 23,000 megawatts, in order to support the country’s growth.

The World Bank and others have warned that without more investment in the country’s energy infrastructure an energy deficit will result. However, foreign investors remain wary of investing in Indonesia. “The power outage has resulted in worries over an energy crisis which could hurt the nation’s industrial sector,” said a trader on Indonesia’s stock market.[1]

The outage began at 10:23 a.m. local time, August 18, 2005, when power failed along the electrical system that connects Java, Bali, and Madura, causing outages in Java and Bali. Almost half of the country depends on the electrical grid that experienced failures. Some of the main lines on the grid are over 20 years old, according to PLN president Eddie Widiono.

The blackout caused traffic jams in Jakarta, forced cancellation of several international and domestic flights at Jakarta’s Soekarno-Hatta International Airport, shut down Jakarta’s electric train service, and disrupted hospital operations. Some larger hospitals were forced to delay surgeries while many smaller hospitals could not receive patients. About 1,800 officers were called into action by Jakarta’s metropolitan police to deal with short-term problems caused by the power failure.

Candles used in place of electric lighting started six fires in Jakarta alone.

Mulyo Aji, a PLN official, said more power failures are likely in the future as energy demand increases, without any corresponding new supplies of electricity scheduled to come online soon.

The Saskatchewan provincial government alongside the University of Saskatchewan (U of S) have come together to establish a CA$500 million, 10 megawatts research nuclear reactor to produce medical isotopes.

“In 1949 … cobalt-60 treatment was tried for the first time here in Saskatchewan, where it saved a woman battling cervical cancer. Maybe we can lead again in terms of nuclear medicine,” said Brad Wall, the Premier of Saskatchewan, “Governments should be involved in pure research. We’re dealing with some circumstances as they present themselves”

“We’ve had faculty that are interested in this. We have an issue of national importance, We see a reason why the U of S and the province could assist in this national issue. We see how it could help the country. We see how it could build on the university’s research strength,” said Richard Florizone, U of S vice-president of finance and resources.

The research conducted at the Canadian Light Source Synchrotron on campus would be enhanced by a research reactor.

“In the case of a power reactor, in Saskatchewan we have much better alternatives. In the case of a medical isotopes research reactor, this may be a circumstance where the benefits outweigh the risks,” said Peter Prebble, director of energy and water policy for the Saskatchewan Environmental Society.

The nuclear reactor at Chalk River, Ontario in Canada was shut down on Thursday, May 14 by the Atomic Energy of Canada Limited (AECL) due to a leak of heavy water and will not re-open until late 2009 or spring of 2010.

The repairs of the NRU are complex and challenging. “I’ve heard it described as . . . trying to change the oil in your car from your living room. We’re faced with conducting remote investigations in a radioactive environment with high radiation fields, conducting the examinations and inspections through small openings in the top of the reactor and accessing over great distances,” said David Cox, director of the NRU engineering task force.

“The unplanned shutdown of the NRU will result in a significant shortage of medical isotopes in Canada, and in the world, this summer,” said Leona Aglukkaq, Minister of Health and Lisa Raitt, Minister of Natural Resources.

The Petten reactor in the Netherlands is another of the six extant nuclear reactors globally. It must also be shut down between mid July and mid August.

Medical isotopes are used in diagnostic procedures for cancer, heart disease and other medical conditions. When radioactive isotopes are injected into the body, radiologists can view higher radiation via medical imaging, enabling them to make a more accurate diagnosis.

US aircraft manufacturer Adam Aircraft have received US$105 million in funding for two aircraft that they currently produce, namely the Adam A500 and the Adam A700 AdamJet. Both are carbon-bodied six-seat civil utility aircraft. The A500 is piston-engined and has a Push-pull configuration and the A700 is of a new variety of aircraft known as very light jets (VLJs).

A significant proportion of the money came from a senior secured credit facility from Morgan Stanley Senior Funding Inc. Adam Aircraft say that the money will be used to accelerate the production of the A500 and to move the A700 through the certification process with the Federal Aviation Administration (FAA).

Founder and CEO of Adam Aircraft Rick Adam said that investors were given confidence by the company’s order backlog, currently valued at around $800 million. Earlier this month, China’s Hainan Zhong Hang Tai General Aviation Airlines expressed their confidence in the uncertified A700 when they announced that they had placed an order for 50 of the new aircraft. They say that they chose the A700 because it had the largest cabin space of any VLJ, with company CEO Jason Fan adding that he thought the “innovative twin-tail design remind(s) people of a Formula 1 race car.” It is an expensive purchase, as the Chinese government charges a 21% import tax on new aircraft.

Rick Adam said of the new funds “this financing allows Adam Aircraft to aggressively pursue our product development and production growth plans,”.

Adam Aircraft say that the A700 is presently undergoing flight tests and development processes. The company hopes to certify it with the FAA in 2008.

Tuesday, April 5, 2005Terry Vo, the 10-year old Australian boy who had two hands and a foot reattached by surgeons after losing them in an accident, has had to have the foot re-amputated. He will be given a prosthetic foot in its place.

The operation to re-attach three limbs was thought to have been a first – but was ultimately unsuccessful, with the foot having died inside, and receiving insufficient blood supply following the surgery to reattach it.

“That would lead to the small muscles in the foot actually constricting, the toes bending over and a deformed …. foot that is sort of clawed over and doesn’t have good sensation,” said plastic surgeon, Mr Robert Love today, on Australia’s ABC Radio.

“Even if you can get all of that to survive, he [would be] worse off than having had an amputation.”

“What is very disappointing is that for the first two days after [the operation] the foot looked absolutely magnificent,” he said.

Terry’s hands were healing well, said the surgeon. The prosthetic foot would allow him to walk normally, since his knee was intact.

After an early morning fire began, four out of the nine people living at the Riverview Individual Residential Alternative group home located in Wells, New York were killed by the blaze. The Sunmount Developmental Disabilities Services Office, which supervises the home, told the media that the fire started at approximately 5:30 AM Eastern Daylight Time. Two staff members were at the home at the time, who safely evacuated four of the five survivors.

The names of the residents killed in the fire were not able to be released due to New York’s Mental Hygiene Law, but are able to be identified as two adult men, aged 32 and 52, and two adult women, aged 43 and 60. A 71-year-old male was injured in the fire, and was taken to a hospital in Utica, a nearby city. The other four residents have been relocated to an unnamed group home. Both staff members are also being examined at the hospital.

“On behalf of all New Yorkers, I wish to extend my heartfelt condolences to the families, loved ones and friends of the four victims and to continue to pray for the full recovery of those five people and two staff members who survived this incident. I also want to express my thanks and appreciation for the first responders and volunteers who worked swiftly and diligently to respond to this tragedy,” David Patterson, the governor of New York, said to the media.

The exact cause of the fire has yet to be determined. However, the New York Civil Liberties Union stated that “the blaze appears to have been an electrical fire and the sprinkler system was knocked out immediately.” They also called for “an immediate investigation into the causes of and contributing factors of the fire.”

The New York State Department of State Office of Fire Prevention and Control is currently investigating the causes of the blaze, with help from New York State Police Bureau of Criminal Investigation and the New York State Commission on Quality of Care and Advocacy for Persons with Disabilities.

David Cameron is to continue being Prime Minister of the UK after his Conservative Party won a majority of seats in a general election on Thursday. Although the party led a Coalition government it formed alongside the Liberal Democrats after the previous general election in 2010, this is the first time the party has won an overall majority since 1992.

Across the UK, Conservatives won 331 seats out of the 650 available, an increase of 24 on their 2010 total. The Labour Party, which won 258 seats in 2010, now has 232. The Liberal Democrats experienced the heaviest number of seat losses, dropping from 57 to eight. Amongst the Liberal Democrat figures to lose seats were David Laws, Charles Kennedy, Simon Hughes, Jo Swinson, Lynne Featherstone and Jenny Willott. Liberal Democrats leader Nick Clegg said while “fear and grievance have won, liberalism has lost”.

Although UKIP and the Greens each only won one seat, their national vote share increased by 9.5% to 12.6% and by 2.8% to 3.8%, respectively; this compares to 7.9% for the Liberal Democrats, 30.4% for Labour and 36.9% for Conservatives. Statistics reported by the BBC suggest the voting turnout was 66.1%, based on an electorate of approximately 46.4 million.

The bulk of Conservative seat increases occurred in England, where their seat total increased by 21 to 319 out of a possible 533. Labour’s seat count here increased by 15 to 206, while the Liberal Democrats dropped from 43 seats to six. The final results defied opinion polls, which had broadly suggested Labour and Conservatives were tied for the lead. An independent inquiry is set to be conducted into opinion polling accuracy in the UK, given they had appeared to underestimate the Conservatives’ success and/or overestimate Labour’s results.

“I truly believe we are on the brink of something special in our country”, David Cameron said in a speech yesterday. “We can make Britain a place where a good life is in reach for everyone who is willing to work and do the right thing. Our manifesto is a manifesto for working people and as a majority government, we will be able to deliver all of it. Indeed, it is the reason why I think majority government is more accountable.” In highlighting what a Conservative government would set out to achieve, he said it would include “Three million apprenticeships, more help with childcare, helping 30 million people cope with the cost of living by cutting their taxes, building homes that people are able to buy and own, creating millions more jobs that give people the chance of a better future and yes, we will deliver that in-out referendum on our future in Europe.” He went on to talk about new powers the UK Government had and would devolve to regional administrations in Wales, Northern Ireland and Scotland. For the latter, he said, “our plans are to create the strongest devolved government anywhere in the world with important powers over taxation.”

In Scotland, the Scottish National Party (SNP) made the largest gains of any party in the UK, increasing from six seats to 56 seats out of a possible 59, the highest number they have ever had, based on a Scotland vote share of approximately 50%. The number of constituencies held by Labour and Liberal Democrats there decreased from 41 and 11, respectively, to one for each of them, with the Conservatives staying at one seat. SNP leader Nicola Sturgeon, who said this result had surpassed her expectations, said “the tectonic plates of Scottish politics [have] shifted”. Sturgeon also stated that the SNP would “work with others across the UK, to try to get more progressive politics at the heart of Westminster”. One seat, Glasgow North East, experienced a record swing of 39% from Labour to the SNP. On top of that, 20-year-old student and SNP candidate Mhairi Black became the youngest MP to be elected in the UK since 1667.

In Wales, Conservatives went up from eight to eleven of a possible 40 seats. Labour achieved 25, down one from 2010; the Liberal Democrats went down two to one seat and Plaid Cymru remained at three seats. In Northern Ireland, most of the 18 constituencies did not change hands. However, Sinn Féin went down one to four seats, while the Alliance Party lost their one seat. The Ulster Unionist Party, who did not win any seats in the last general election, won two seats this time.

Shadow Chancellor Ed Balls was one of the high profile losses for Labour, having lost his seat to the Conservatives by a narrow 422-vote margin. Numerous Liberal Democrats who were previously government ministers, including Ed Davey, Vince Cable and Danny Alexander, all lost their seats. In the wake of the results, Ed Miliband, Nick Clegg and Nigel Farage all announced they would resign from their roles as the leaders of Labour, Liberal Democrats and UKIP, respectively. Farage had said he would stand down as leader if he did not win the seat of Thanet South, which he did not, but said yesterday he was considering whether or not to stand in a leadership election for the party later this year. Clegg described the situation for his party as “a very dark hour for our party”. He blamed the large loss of Liberal Democrat MPs on “forces beyond their control”, describing the situation as “simply heartbreaking”. Meanwhile, Miliband said “I have done my best for nearly five years” and that “Britain needs a Labour Party that can rebuild after this defeat”. Harriet Harman — the current deputy leader — is to serve as interim leader until a new Labour leader is selected. Harman also intends to resign the deputy leadership.

Tom Watson, Labour MP for West Bromwich East, said he is considering running for Labour deputy leader. “I’ve always thought that the deputy leader role is the campaigning role”, he said. “We’ve got a mayoral election in Tower Hamlets to fight in six weeks’ time. Who knows, we might even have a by-election for London mayor. So this party has got to keep campaigning whilst we try and understand what’s gone on in the general election.”

Meanwhile, Cameron has begun to appoint members of his new cabinet, announcing George Osborne, Theresa May, Philip Hammond and Michael Fallon are to retain their posts as Chancellor of the Exchequer, Home Secretary, Foreign Secretary and Defence Secretary, respectively.
