A G8 summit has been planned to take place from 15-17 July in St Petersburg, Russia. Several sources have reported that a systematic police crackdown on people participating in alternative meetings (a Libertarian Forum and the Russian Social Forum) and critical of the official meeting has begun almost a week prior to the summit. Estimates range from dozens to one or two hundred arrests and detentions.

For the past several years, especially since the 27th G8 summit in 2001 in Genoa, the G8 summits of the leaders of seven of the world’s richest industrialised countries and of Russia have been regularly met by popular protests by critics who assert that members of G8 are responsible for global issues such as global warming due to carbon dioxide emission, poverty in Africa and developing countries due to debt crisis and unfair trade policy, exacerbating the AIDS crisis by medicine patent policy and other problems that are related to globalization. These protests have been met by massive numbers of arrests and police violence, on some occasions.

In contrast to previous G8 meetings, this time arrests have been taking place a week before the official meeting itself has started. At least 23-25 human rights activists and political activists, including two German citizens, have been detained by police in Moscow, St Petersburg and other cities in Russia since 7 July. Many of them have been sentenced to ten days’ imprisonment, enough to prevent them from participation in political protests until the end of the official summit.

Some sources claim that the true detention rate may be much higher, such as an unconfirmed report attributed to the Siberian Confederation of Labour (????????? ???????????? ?????) claiming 200 arrests. The activists’ legal team claims that more than 100 arrests and detainments have occurred.

Discussions on global energy issues and other themes have started at the Libertarian Forum despite the arrests, and the Russian Social Forum is expected to start on schedule on 13 July, followed by the official G8 meeting on 15-17 July. Permission to carry out a street demonstration by the Russian Social Forum has been refused by the authorities.

Russian authorities say that demonstrations are permitted, but only in the location set aside for them – a sports stadium about 25 km (16 miles) from the Constantine Palace, which will house the summit. The Russian Deputy Interior Minister Alexander Chekalin said that allegations of harassment were “from the realms of supposition”.

“The police’s actions are commensurate with the situation at hand. The situation demands particular measures, sometimes intensified. Sometimes it demands that we visit a family in their apartment,” He said.

An HIV-positive man was sentenced to 35 years in prison Wednesday, one day after being convicted of harassment of a public servant for spitting into the eye and open mouth of a Dallas, Texas police officer in May 2006. The United States Centers for Disease Control and Prevention says that no one has ever contracted HIV from saliva, and a gay-rights and AIDS advocacy group called the sentence excessive.

A Dallas County jury concluded that Willie Campbell’s act of spitting on policeman Dan Waller in 2006 constituted the use of his saliva as a deadly weapon. The incident occurred while Campbell, 42, was resisting arrest while being taken into custody for public intoxication.

“He turns and spits. He hits me in the eye and mouth. Then he told me he has AIDS. I immediately began looking for something to flush my eyes with,” said Waller to The Dallas Morning News.

Officer Waller responded after a bystander reported seeing an unconscious male lying outside a building. Dallas County prosecutors stated that Campbell attempted to fight paramedics and kicked the police officer who arrested him for public intoxication.

It’s been 25 years since the virus was identified, but there are still lots of fears.

Prosecutors said that Campbell yelled that he was innocent during the trial, and claimed a police officer was lying. Campbell’s lawyer Russell Heinrichs said that because he had a history of convictions including similarly attacking two other police officers, biting inmates, and other offenses, he was indicted under a habitual offender statute. The statute increased his minimum sentence to 25 years in prison. Because the jury ruled that Campbell’s saliva was used as a deadly weapon, he will not be eligible for parole until completing at least half his sentence.

If you look at the facts of this case, it was clear that the defendant intended to cause serious bodily injury.

The organization Lambda Legal (Lambda Legal Defense and Education Fund), which advocates for individuals living with HIV, says that saliva should not be considered a deadly weapon. Bebe Anderson, the HIV projects director at Lambda Legal, spoke with The Dallas Morning News about the sentence. “It’s been 25 years since the virus was identified, but there are still lots of fears,” said Anderson.

The Dallas County prosecutor who handled the trial, Jenni Morse, said that the deadly weapon finding was justified. “No matter how minuscule, there is some risk. That means there is the possibility of causing serious bodily injury or death,” said Morse. Dallas County District Attorney Craig Watkins stated: “If you look at the facts of this case, it was clear that the defendant intended to cause serious bodily injury.”

Contact with saliva, tears, or sweat has never been shown to result in transmission of HIV.

A page at the CDC’s website, HIV and Its Transmission, states: “HIV has been found in saliva and tears in very low quantities from some AIDS patients.” The subsection “Saliva, Tears, and Sweat” concludes that: “Contact with saliva, tears, or sweat has never been shown to result in transmission of HIV.” On Friday the Dallas County Health Department released a statement explaining that HIV is most commonly spread through sexual contact, sharing needles, or transfusion from an infected blood product.

Former President of Russia Boris Yeltsin has died at age 76, according to a Kremlin spokesperson.

“Today, at 15:45 (11:45 GMT) Boris Nikolayevich Yeltsin died in the Central Clinical Hospital as a result of a deteriorating cardio-vascular problem,” said the spokesperson. Yeltsin had a history of heart problems.

Boris Nikolayevich Yeltsin (Russian: ?????? ??????????? ???????) was the first President of the Russian Federation from 1991 to 1999. The Yeltsin era was a traumatic period in Russian history— marked by widespread corruption, economic collapse, and enormous political and social problems.

Yeltsin maintained a low profile since his resignation, making almost no public statements or appearances. However, on February 1, 2006, Yeltsin celebrated his 75th birthday. He used this occasion as an opportunity to criticize a “monopolistic” United States foreign policy, and to state that Vladimir Putin was the right choice for Russia.

Buffalo, New York —In an unanimous vote, the City of Buffalo‘s Planning Board voted to table the Elmwood Village hotel Proposal, postponing voting on legislation for up to 30 days.

The Board said its decision was due to the lack of public involvement, saying that there have not been enough meetings.

The Elmwood Village Hotel is a proposed project by Savarino Construction Services Corporation and was designed by Karl Frizlen of The Frizlen Group. The hotel would be placed on Elmwood and Forest Avenues in Buffalo, New York. In order for the hotel to be built, at least five buildings, that include both businesses and residents, must be demolished.

The Forever Elmwood Corp. is a Buffalo-based non-profit organization founded in 1994. Justin Azzarella, the Executive Director for the organization voiced support for the proposal, stating: “I am here today to lend Forever Elmwood’s support the hotel project. Particularly, Forever Elmwood is encouraged by the fact that this building follows the more stringent Elmwood Village Design Guidelines. We have been speaking with Savarino Construction, and they have promised us [Forever Elmwood] that they will engage the community further, including the surrounding Block Clubs and businesses. For that reason, while Forever Elmwood is in support of this project and the type of project that it is, we are asking also that the project be tabled so that the community can be further engaged. Specifically the surrounding Block clubs which include the Granger, Claremont, Asland and The Lincoln Parkway Block Clubs.”

“Because of the excellent work that Karl does and the game plan that they have, I think its an ideal use of this particular location. I think that this particular type of development needs to be encouraged and promoted as opposed to roadblocked,” said a man who owns five properties near the proposal site.

However, Evelyn Bencinich, a resident of Granger Place and whose house would be located directly behind the hotel said, “My property value will be depreciated or non-existent because no one is going to want to live behind a multi-story hotel. We are facing up to a year of noisy and dangerous demolition and construction. Children, pets and even drunk rebellers could wander on site and get hurt. Traffic tie-ups caused by large machinery and garbage bins is inevitable. Where will pedestrians walk? We could experience increased unsanitary flooding in our yards and basements due to the digging and cementing for the underground parking garage. Rats will be displaced into the immediate neighborhoods and be in great abundance. Once we get past the year of nightmare construction, what if you build it and they don’t come? We could ultimately have a seven million dollar rooming house on our corner.”

Patty Morris, co-owner of Don Apparel with Nancy Pollina at 1119 Elmwood also asked that the project be tabled saying, “this has only been public knowledge for less than two weeks and the public never saw the redesign. How can you vote on anything that no one has seen yet? The Board cut off Morris saying, “so specifically you don’t have any problem with it [the design] you just…” Morris then said, “Oh I am totally against this project, but thats besides the point isn’t it.”

The planning board is also concerned that the current design may still be too big.

At one point Board member Susan Curran Hoyt said, “we know you’ve cut down your number of rooms on this project, but we still see it doesn’t seem to fit the description of a ‘botique’ hotel,” and asked Eva Hassett, Vice President of Savarino Construction, “we wonder if you could reduce the rooms further.”

“One thing I didn’t talk about was the price levels of these rooms and that will be important to know. The room rate will be somewhere between US$120 and $160 a night, which is about the same price of the Hampton Inn down town and the smaller you make the hotel, the more expensive the rooms will get. We believe that we’ve made a good compromise in terms of the size of the hotel and perhaps botique means different things to different people,” said Hassett.

The board was also concerned that there is not enough parking asking, “are there alternative plans for valet parking off-site, in the event that you have a full hotel or a large event going on?”

“We are exploring several possibilities with respect to additional parking for valet and parking near-by,” replied Hassett. “We are also exploring the possibility of using the rear of 1105 Elmwood for additional parking, which would give us an additional ten or eleven spaces.”

The new design has a total of 55 parking spaces for 72 rooms, with 39 of them underground and the rest on ground level.

Hassett also said that a “parking study” will be done on the area.

Concerns that the second floor of the hotel will be too close to the property of 605 Forest were also brought up. The board asked how far the hotel would be from the property and Karl Frizlen replied saying it would “be approximately five feet from the property line,” but he also admitted that, “I do not know exactly how close the house next door” will be from the hotel, but did say “I think the house is about four or five feet away from the property line and we [the hotel] sit right on the property line.”

The board is concerned the setback from the property is not enough saying the space between the building and the hotel is “pretty narrow.”

The City’s Common Council also agreed to table the proposal also citing the need for more public engagement and the need for more organizations to respond including the Buffalo Preservation Board and the Office of Historic Preservation.

During that meeting, Hassett also said the proposal to try and get a variance to obtain the properties of 605 and 607 Forest were “now off the agenda.”

The Common Council is expected to meet and hold a public hearing about the project and the rezoning of the properties to be demolished (1119-1121 Elmwood) on Tuesday March 7, 2006 at 2:00 p.m. in Council Chambers at City Hall. At the moment the properties are not zoned for a hotel.

Today New Zealand’s new coins have been released. The new coins replace the 10, 20 and 50 cent coins, while the 5-cent coin is being removed from circulation for good.

The new coins retain the same design as before but the 10-cent coin is now copper coloured. All coins except the 10-cent are now made from plated steel and nickel, making them lighter and cheaper to produce. The 10-cent coin is made from plated steel and copper.

Brian Lang, Reserve Bank of New Zealand Currency Manager, said: “The introduction of smaller, lighter coins is one of New Zealand’s biggest currency changes since the introduction of decimal currency on 10 July 1967.”

The Reserve Bank reports that they have issued 1,037 million coins since the introduction of decimal currency.

However, people can still use their old change between now and 1 November 2006, when the old coins will cease being legal tender.

A survey conducted by ACNielsen, on behalf of the Reserve Bank, in January 2004 shows that 51% liked the idea of the new coins initially.

The ANZ Bank are asking for people to donate their old 5-cent coins to Plunket in their ‘5s for under fives’ appeal.

China and Russia has signed billions of dollars worth of deals during Russian Prime Minister Vladimir Putin’s visit to Beijing on Tuesday. The trip was aimed at bolstering business, political and military ties.

Chinese Foreign Ministry spokesman Ma Zhaoxu said that Putin came to Beijing to mark the 60th anniversary of diplomatic relations between the two countries. He said that the Russian leader would also meet with Chinese President Hu Jintao. The two sides are to sign a joint statement of regular high level meetings between the two countries.

Earlier in the day, Russian officials told reporters Russian and Chinese companies signed US$3.5 billion worth of deals. They include a $500 million loan from the Agricultural Bank of China to Russia’s second biggest lender, VTB.

Gazprom, the Russian gas company, also had signed a deal to sell China 70 billion cubic meters of natural gas a year. Projects to build Gazprom pipelines to China have been delayed because of disagreements over gas pricing.

“It’s the first time, perhaps, that such large commercial deals are being sealed in such volume between Russian and Chinese enterprises,” said Alexander Zhukov, the Russian deputy prime minister. “Naturally, the Chinese are interested in getting [ownership] stakes.”

Zhukov said that there were another forty or so projects, including two banking deals worth $500 million apiece, that were anticipated to be signed during Putin’s visit.

Russia and China share more than 4,000 kilometers of border. Official Chinese media say annual trade between the two countries has increased from several billion dollars in the early 1990’s to nearly $57 billion in 2008. China is particularly keen to secure supplies of oil and natural gas to fuel its rapidly expanding industries.

If you’re chiropractor who has been in practice for a year or longer, one of the greatest source of new patients is the reactivation of old patients. Stimulating those reactivations and keeping your practice top-of-mind is the whole idea behind using chiropractic postcards. They’re inexpensive. They’re easy to use. And they work.

Like most small businesses, chiropractors make one or both of these marketing errors. Either reducing their marketing investment when the economy slows. Or devoting money to their marketing efforts only when their new patient numbers drop. Resolve now to create a postcard marketing plan and consistently stick with it for at least a year or longer.

Step One: Prioritize Your List

Let’s face it. Some patients are more desirable than others. As a professional caregiver, you’re expected to treat all patients equally, but few can pull that off. So the first step is to collect the last two or three year’s worth of inactive patients and code them so you can sort on “C” patients that you hope you never see again. “B” patients who are borderline and worth investing some money each year to encourage their return. And the most desirable “A” patients with who you’d be willing to invest even more each year to keep in touch with and cultivate during the dormant stage of their care.

Sorted? Great! For our purposes, let’s pretend you have 25 “C” patients, 50 “B” patients and 25 “A” patients.

Step Two: Set a Budget

Chiropractic postcards are inexpensive, prompting some chiropractors to believe that such an affordable expenditure couldn’t possibly produce a significant return on their investment. Put this belief to the test by setting a one-year postcard budget. Again for purposes of demonstration, let’s commit to $2.00 per year for each “B” patient and $4.00 a year for each “A” patient. In our example above, that’s $100 per year invested on “B” patients and $100 each year invested on the “A” patients.

Chiropractic postcards are priced around $.20 each and postcard postage runs about $.28 each. So, let’s say $.50 round numbers. That means you could send two postcards to your “B” inactive patients each year with enough left over for an annual birthday card. Your “A” inactives could get this, plus have enough left over for a couple of snail mail newsletters.

Your plan to keep in touch and raise the top-of-mind awareness among inactive patients is coming together!

Step Three: Execute Your Postcard Plan

When choosing chiropractic postcards, realize that there are two types: lighthearted and all business.

Lighthearted chiropractic postcards can be recognized by the cartoon characters that are used, such as Garfield or some of the Hanna-Barbara characters. This is thought to make the reactivation overture more neighborly. Yet, it may do so at the risk of minimizing the image of the chiropractor and reducing the importance of their health.

The other approach is to use photography that educate and explain the conceptual benefits that patients can have by being more mindful of their spines and nervous systems. This metaphorical approach can advance chiropractic principles and promote the value of periodic chiropractic checkups.

What should you write on your chiropractic postcards? First, don’t refer to their original admitting complaint or why they previously consulted your practice. This may put you in violation of HIPAA guidelines and just isn’t necessary. Second, keep your handwritten message brief and simple. Such as, “Just reviewing our records and were thinking about you!” Or, “How’s your golf game? Time for a tune-up?” Or, “We still have room for a few more health-conscious patients like you…” Or, “We’re delighted you’re enjoying progress. Please tell your friends. If not, please tell us!” Keep it short. You’re simply trying to reconnect.

Regular postcard mailings, like regular chiropractic checkups, can keep those gaping holes in your schedule down and inactive patient awareness up. Keep in touch. Even though patients may not be under active care, they still think of you as their chiropractor.
