NZ Government passes bill to legalise controversial electioneering overspending

Wednesday, October 18, 2006

A new law to govern how New Zealand political parties spend money in the run up to an election has just been passed in Parliament.

The Appropriation Bill was passed by 61 votes to 50 after hours of debate.

Parliament’s been under urgency to allow Member of Parliaments (MPs) to discuss the new legislation, which now validates the $1.2 million of unlawful spending before last year’s election.

National, ACT and the Maori Party opposition failed to stop the passage of the Appropriation (Parliamentary Expenditure Validation) Bill and it passed by 61 votes to 50. The Green Party abstained.

The Government rushed the bill through under urgency in two days, despite National putting up 130 amendments to try to slow it down.

A key National amendment to make the validation conditional on all parties paying back the money was among those that failed.

The bill prompted fiery scenes in parliament with many MPs ejected from the Chamber for disorderly and inappropriate behaviour.

All parties but New Zealand First have agreed to pay back the money they were pinged for. Labour’s $824,000 bill is by far the biggest.

The bill validates all types of spending under the Parliamentary Service budget for MPs’ support going back to 1989, and extends beyond the advertising and publicity Auditor-General, Kevin Brady scrutinised to regular MPs expenses such as travel and accommodation.

It also provides a temporary definition for parliamentary purposes and electioneering to preserve what the Government says MPs had generally understood these to mean before Mr Brady’s inquiry.

Dr Donald Brash, leader of the National Party, has said that the bill effectively over-rode Mr Brady’s report and Labour had been trying to defend the indefensible.

He again argued that Mr Brady’s view that Labour’s $446,000 pledge card was outside the rules for parliamentary funding meant the card should have been counted as campaign expenses, putting Labour in breach of the election spending cap under the Electoral Act.

This meant Labour had stolen the election by breaking two laws, he said “It’s a fraudulent illegitimate government and I believe that Helen Clark should go the Governor-General, offer her resignation and invite the Governor-General to call a general election.”

The bill contained no legal obligation for anybody to pay anything back, Dr Brash said, and he questioned if Labour would get around to paying.

“What has come through this debate is a fierce and ugly sense of entitlement on the part of the Labour Party . . . that they are able to do with taxpayers money whatever they like to serve Labour Party interests,” English, said.

Apple iPhone 4S 64 GB has represented itself as a threat to all other smartphones available in the market. It is embellished with the smartest features and classy looks that other gadget contrive to imitate. But not everyone’s on the trail to blindly follow the apple’s footsteps. Nokia Lumia 800 is one such distinction which may stand aggressively against it, but is too classy to lose the battle!

Below stated points will hopefully clear your queries about these two stupendous gadgets:

YouTube Preview Image
  • Apple iPhone 4S 64 GB has been designed with a marginally smaller chassis, measuring 115.2 x 58.6 x 9.3 mm than the larger- 116.5 x 61.2 x 12.1 mm measuring Nokia Lumia 800. The latter one can be obtained in vivacious colors of sizzling black, cyan and magenta, while the other one stays restricted to classy hues of black and white. Apple has also decked scratch resistant glass surface into the body of its kid, in contrast to the polycarbonate shell developed by Nokia.
  • 3.5 inches Scratch-resistant oleophobic surface of the Apple iPhone 4S 64 GB exhibits a LED-backlit IPS TFT- capacitive touchscreen, in contrast to the 3.7 inches AMOLED capacitive touchscreen of Nokia Lumia 800. And if former is assiduously gifted with a higher pixel density and more detailed illustrations, the AMOLED is not far behind, being enhanced by the Nokia ClearBlack display and Gorilla Glass, which furnish a highly clear and strong display screen.
  • An internal memory of 64 GB with 512 MB RAM and 16 GB with an equal RAM is proffered by Apple iPhone 4S 64 GB and Nokia Lumia 800 respectively.
  • Apple iPhone 4S 64 GB and Nokia Lumia 800 render similar data connectivity services like GPRS, EDGE, WLAN, 3G and USB. The only difference show in the upgraded Bluetooth and additional Wi-Fi hotspot offered by the former. However, EDGE and GPRS are reformulated in the latter.
  • 8 MP camera embellishes both the Apple iPhone 4S 64 GB and Nokia Lumia 800, but while the latter exhibits luxury of Carl Zeiss optics and dual-LED flash, the former provides Touch focus and face detection features. The video recording in Apple gadget is superior to that of Nokia, being 1080pat 30 fps (assisted by LED video light and video stabilization) and 710p at 30 fps, respectively.
  • Apple iPhone 4S 64 GB and Nokia Lumia 800 have been interposed with exquisite technologies of iOS 5 (coupled by 1 GHz dual-core ARM Cortex-A9 processor) in the former and MS Windows Phone 7.5 Mango (1.4 GHz Scorpion processor) in the latter.
  • Apple iPhone 4S 64 GB has been equipped with HTML (Safari) browsing, A-GPS support and GLONASS, with extra functionalities of Siri, iCloud cloud and TV-out, while Nokia Lumia 800 renders WAP 2.0/xHTML, HTML5, RSS feeds, Stereo FM radio with RDS and SNS integration.
  • Nokia Lumia 800 is furnished with a stronger battery (Standard battery, Li-Ion 1450 mAh (BV-5JW)), in comparison to the Standard battery, Li-Po 1432 mAh of Apple iPhone 4S 64 GB.

Icelandic Internet bank suspends UK accounts

Posted: November 17th, 2022 by Admin

Tuesday, October 7, 2008

The Icelandic internet bank, Icesave, has suspended all 300,000 of its UK customer accounts, leaving account holders in the United Kingdom unable to withdraw or deposit any funds. A message on its website posted this morning states:

“We are not currently processing any deposits or any withdrawal requests through our Icesave internet accounts. We apologise for any inconvenience this may cause our customers. We hope to provide you with more information shortly.”

The internet bank, owned by the Icelandic bank, Landsbanki (Landsbankinn), which was recently nationalised in an attempt to rescue it, has been hit by the global financial crisis. Reports from the United Kingdom suggest that the traders and city are preparing for the parent company to be declared insolvent, leaving customers to recover their monies through a financial compensation scheme being backed by the Icelandic Government. The plan will cover the first € 20,887 (Approx £16,300 / $28,720), the remainder of the customers funds being recovered through the UK’s own financial compensation system.

Following the decision to nationalise Landsbanki, the Icelandic Prime Minister, Geir Haarde, who introduced and signed the emergency legislation into law, stated:

“What we are doing here is saving a banking system – saving the domestic banking system – and making sure that it can function properly. And I think, also, through our declaration on domestic deposits in these banks and saving institutions, we have been able to avoid a run on the banks here, and therefore prevent it.”

In describing and explaining its actions in nationalising the bank, the Icelandic Financial Supervisory Authority issued this brief statement:

“Based on new legislation, the Icelandic Financial Supervisory Authority (IFSA) proceeds to take control of Landsbanki to ensure continued commercial bank operations in Iceland. Domestic deposits are fully guaranteed, as declared by the government. Landsbanki’s domestic branches, call centres, cash machines and internet operations will be open for business as usual.”

In response to the deepening world financial situation, the Dutch government has this afternoon increased its savers protection from €38,000 to €80,000 effective immediately, to help secure the financial status of its savers within Holland. Icesave also has a Dutch branch, icesave.nl – their website was unreachable at the time of this article.

EPA declares ’emergency’ asbestos cleanup in Montana town

EPA declares ’emergency’ asbestos cleanup in Montana town

Posted: November 16th, 2022 by Admin

Saturday, June 20, 2009

For the past ten years, the United States Environmental Protection Agency (EPA) has been overseeing the asbestos clean-up in the small town of Libby, Montana, which has been on the EPA’s Superfund National Priorities List since 2002.

On Wednesday, the Obama administration declared Libby and the immediate area a “public health emergency”. Under this state of emergency the EPA is increasing clean-up assistance and medical care. According to federal prosecutors, asbestos has taken 200 lives and is the root cause of at least 1,000 illnesses in the surrounding area.

“This is a tragic public health situation that has not received the recognition it deserves by the federal government for far too long,” according to EPA Administrator Lisa P. Jackson.

In the 1920’s The Zonolite Company began producing vermiculite, a mineral that is often used in insulation. Between 1963 and 1990, W.R. Grace & Company took over the mine operations. Tremolite asbestos was discovered in the vermiculite product. A study conducted by the Agency for Toxic Substance and Disease Registry discovered that the incidence of asbestosis in the population of the mine site area is far higher than the national average.

Airborne asbestos exposure can lead to mesothelioma, a cancer which develops in the sac surrounding the lungs and chest cavity, the abdominal cavity, or the sac surrounding the heart. Prolonged exposure can lead to lung scarring, asbestosis, and lung cancer. Patients diagnosed with malignant mesothelioma generally are left with six months to a year before death.

We will continue to push until Libby has a clean bill of health.

The tremolite dust from the mine began leaking into the air from the plant in 1919. This resulted in a hazy asbestos dust cloud covering lawns, cars, clothing, and school athletic fields, creating an issue that citizens of Libby had to deal with on an everyday basis. The large amount of dust gave the impression of the aftereffects of a light sandstorm.

W. R. Grace and Company did not deny that asbestos was found contaminating the vermiculite in the old mine. They said they proceeded in a responsible manner to clean up contamination following the mine closure. Grace will reimburse the EPA for US$250 million of the US$333 million that the EPA and the Department of Health and Human Services has set aside for medical expenses and asbestos clean-up. This money will be invested over the next five years, and does not include the millions in medical costs already footed by the company for residents of Libby and the nearby town of Troy.

“Today is the day that after years of work we were able to succeed in getting this [emergency declaration] done,” Senator from Montana Max Baucus said, speaking at the EPA press conference. “We will continue to push until Libby has a clean bill of health.”

Nine dead after biker gang feud in Texas

Nine dead after biker gang feud in Texas

Monday, May 18, 2015

Nine people are dead and eighteen injured after a shootout among alleged rival biker gangs broke out inside a sports bar in Texas yesterday.

The violence erupted at Twin Peaks Sports Bar and Grill inside a shopping mall in Waco. The fight which included up to five biker gangs quickly escalated, resulting in a gunfire battle across two car parks. Waco Sergeant Patrick Swanton said an argument about a parking spot may have sparked the fight.

Restaurant customers said they waited out the fight with staff locked in a freezer room. Swanton said all but one of the deaths occurred at the scene, with the ninth in hospital.

Swanton said, “This is probably one of the most gruesome crime scenes I’ve ever seen in my 34 years of law enforcement”, and, “I was amazed that we didn’t have innocent civilians killed or injured.”

Police officers were present and quick to intervene when the shooting broke out as they knew beforehand of a planned meeting.

Ex-Thai PM Thaksin’s assets are frozen

Ex-Thai PM Thaksin’s assets are frozen

Posted: November 12th, 2022 by Admin

Monday, June 11, 2007

Ousted Thai prime minister Thaksin Shinawatra had about US$1.5 billion in cash assets in Thailand seized today by the Assets Examination Committee.

Calling Thaksin “unusually rich,” the committee said Thaksin had obtained the money through corrupt means.

Thaksin’s spokesman and lawyer Noppadol Pattama issued a statement, saying Thaksin would “fight until the end.”

“I will bring the case to both the criminal and civil courts. This is not fair. The aim is to prevent the ex-PM and his wife from running their own normal lives,” Noppadol said, adding that the move was politically motivated.

Thaksin, a billionaire tycoon who headed the Shin Corp. telecommunications firm, was elected prime minister in 2001 as leader of the populist Thai Rak Thai party.

Last year, the Shinawatra family sold their interest in Shin Corp. to Singapore’s Temasek Holdings, in a deal that prompted street protests in Bangkok, and was a key factor in the coup that removed Thaksin from power. Thaksin, his wife, Potjaman Shinawatra, and children, are facing charges of tax evasion as well.

The Assets Examination Committee said their decision came after months of investigation into corruption allegations made during Thaksin’s five years in office.

The committee has frozen 21 bank accounts containing 52.9 billion baht (about $1.5 billion), money the committee says was made in the Temasek deal.

“The committee found evidence that Thaksin during his time as prime minister committed corruption and illegal acts as well as being unusually rich,” the committee said in a statement. “[The Shinawatra family] have illegally obtained wealth through abuses of power to benefit Shin Corp.”

Two weeks ago, Thaksin’s former party, Thai Rak Thai, was ordered dissolved by a Constitutional Tribunal, based on corruption charges in the April 2006 general election, and Thaksin and 110 other party leaders were banned from politics for five years.

Since being removed from the premiership in the September coup last year, Thaksin has remained in voluntary exile, mainly in London, where he has tendered a bid for the Manchester City football club.

Last week, Thaksin was in Japan, guest lecturing at a Tokyo university, where he expressed a desire to return to Thailand when democracy is restored.

“When democracy returns to Thailand, Thailand will prosper again and I will go back to contribute to the country as a normal citizen,” he was quoted as saying by Reuters.

Detained journalist Mohamed Tamalt dies in Algeria

Detained journalist Mohamed Tamalt dies in Algeria

Posted: November 7th, 2022 by Admin

Tuesday, December 13, 2016

Mohamed Tamalt, a journalist imprisoned in Algeria for insulting President Abdelaziz Bouteflika, died in hospital while serving his sentence. His lawyer on Sunday announced his death.

Tamalt, 42, lived in England, basing himself in London, and had UK-Algerian dual citizenship. He was arrested on June 27 near his parents’ Algiers home after writing a poem on Facebook. Human Rights Watch said he began a hunger strike immediately. On June 11 he was fined 200,000 dinars (£1,400; US$1,800) and imprisoned for two years. This was upheld on appeal.

Tamalt fell into a coma which his lawyer, Amine Sidhoum, said lasted three months. He was undergoing treatment in Bab el-Oued hospital. Human Rights Watch had asked Algeria to release him when reportedly in critical condition in August.

Reporters Without Borders called Tamalt’s death a shocking blow to Algerian free speech. “Why was there such a conviction just for words on Facebook which did no harm to anyone?” asked the organisation’s North African head, Yasmine Kacha. Amnesty International have sought an “independent and transparent investigation into the circumstances” of Tamalt’s death.

Tamalt was convicted of insulting President Bouteflika and defaming a public organisation, both breaches of the national Penal Code. Sidhoum told al-Jazeera the occasion marked “the first time since Algeria gained its independence from France that a journalist died in jail because of what he wrote on the Internet.” He also said he was “really sad at the lack of support from his fellow Algerian journalists, who left him and abandoned him.”

Why was there such a conviction just for words on Facebook which did no harm to anyone?

Sidhoum said Tamalt’s funeral was scheduled for Monday. Afterwards, “we, his family and lawyers, will figure out in the following days what we can do to find out exactly what happened to him in prison.” His family have alleged he was mistreated in prison and denied visits. Justice Minister Tayeb Louh in October promised investigations would uncover any wrongdoing by authorities.

The prison service said Tamalt was found to be suffering pneumonia, beginning treatment on December 4. It said this killed him. Amnesty spokesperson Brahim Mahdid in remarks to al-Jazeera said “we can’t say for sure what the cause of his death was[…] Nor are we sure if Tamalt received the proper treatment during his hunger strike.” Mahdid said local media were “facing increasing pressure” and “a hostile environment.”
